I have an almost 3 year who is around 25 pounds and 33 inches tall who is rear facing.
We are going on vacation to Punta Cana, Dominican Republic next month. We will take the shuttle to and from our resort and he may go on one excursion with us. Otherwise we’ll be at the resort. Should I bring the car seat or not?

Yes, you should. Use it on the plane, and use it in any vehicle with a seatbelt. Ideally, contact a tech near you to get a belt shortening clip and use when and how to use it as either a locking clip or belt shortening clip and how to install with different belts. At the least, get a locking clip if your seat doesn't have a built in lockoff.
